Foreign residence card verification service From 18 Sep 2023, registered foreigners in Korea can now enjoy non-face-to-face financial transactions, including opening a bank account.


How does this new service work? Should you require non-face-to-face financial transactions, including opening a bank account, Your bank will relay the information and photograph on our residence card to our Ministry. Information sent to us will be screened against our database for verification. Once the screening is complete, the result will be pinged to your bank in real time. Residence card includes Permanent Resident Card and Overseas Korean Resident Card


What is the procedure for verifying the identity of a cardholder? Your bank will transmit your personal information and photograph from your residence card to the Ministry of Justice through the Korean Financial Telecommunications and Clearings Institute. The verification result will be communicated in real-time from the Ministry of Justice to your bank through the Korea Financial Telecommunications and Clearing s Institute.


Is this service opened for customers of all banks? On 18 Sep., 2023, the new service will be initially made available to customers of banking sector that have the capacity to operate the required system and offer the service. Additionally, this service will be gradually rolled out to include customers of other banks. The service aims to extend its coverage to include non-banking financial institutions after an evaluation of the system’s stability and demand from financial companies.
